1. PREAMBLE

These Rules and Regulations outline the rights and responsibilities of Central New Jersey Network (CNJN) and its clients for using CNJN facilities and services.

These Rules and Regulations have been developed and approved by the Board of Central New Jersey Network, the governing body which oversees CNJN. The Board of Central New Jersey Network reserves the right to repeal, revise, or amend these Policies and Procedures.

Any violation of these Rules and Regulations may, at the discretion of CNJN, result in withholding the use of its equipment, services and facilities from the violator.

All users of CNJN equipment, facilities and services should be aware that they may be held accountable for their actions by the same laws that govern any public activity.

Any violation of a CNJN policies may result in the patron’s loss of right to use the equipment or facilities in accordance with these Rules and Regulations and will be reported to the Board of Central New Jersey Network for appropriate action.

2. General Agreement & Procedures

By entering into this agreement, the organization acknowledges and accepts a public partnership with CNJN, formalized to support shared community impact goals. This partnership remains in effect until the program term expires or the organization is removed from the program in accordance with CNJN policies.

The organization grants CNJN permission to use the organization’s name, logo, and related brand assets in conjunction with CNJN branding across print, digital, social media, broadcast, promotional, and related communications. The organization acknowledges and agrees that this relationship may be publicly represented as an official partnership. CNJN may list the organization as a partner on its website, marketing materials, reports, and public communications, and may reference the partnership in connection with program activities and outcomes

3. Partnership Benefits & Access

Upon onboarding, partners receive discounted access to CNJN’s studio facilities, production equipment, technical support, and training resources at the program rate. Access to services is contingent upon adherence to CNJN’s operational procedures, including compliance with all studio policies, rules, and scheduling requirements. CNJN will only accept bookings made through its official scheduling system. Bookings made outside this system will not be honored.

4. Editing Services

Complimentary editing services include the selection and creation of social media short-form content at CNJN’s discretion. Custom edits or additional revisions beyond the standard scope are not included and are not guaranteed. For long-form productions, included services consist of standard editing elements such as intro/outro, basic corrections, and standard lower thirds. Additional or enhanced edits may be considered upon request but are not guaranteed or included as part of the complimentary offering.

5. Distribution & Promotion

Partners agree to allow CNJN to promote the organization and its programming across CNJN’s broadcast, streaming, web, social media, and related distribution channels. Media produced as part of CNJN’s Community Voices™ Program will be considered jointly owned by both parties. CNJN retains the right to distribute, archive, and promote such content for educational, promotional, and public-interest purposes.

Partners agree to provide their official logo and brand assets for use in CNJN promotional materials and acknowledge that their logo may be displayed alongside CNJN branding on websites, broadcasts, social platforms, and program materials.

When posting program-related clips or content to social media, partners agree to add @centraljerseytv as a collaborator, when platform features allow, to support shared visibility and audience reach.

6. Permissible Content & Editorial Review

Participants may not: (1) license, sublicense, sell, resell, transfer, assign, distribute, or otherwise commercially exploit access to the Community Voices program, including CNJN studio facilities, production services, equipment, or program benefits, to any third party; (2) use the program or any CNJN resources to provide intermediary, drop-servicing, or resale media production services on behalf of unaffiliated third parties without prior written consent from CNJN; (3) permit any unauthorized individual or organization to access, operate, or use CNJN studio facilities, systems, or equipment outside the scope of the approved participating organization; or (4) otherwise use the Community Voices program in a manner inconsistent with its intended purpose of supporting the approved participant’s own media and communications activities.

Participation in the Program requires prior content approval by CNJN. All programming concepts, episode outlines, and intended subject matter must be reviewed and approved before production or studio access is granted.

CNJN maintains editorial discretion to ensure that all content aligns with the Community Voice Program’s mission of serving the public interest, education, civic dialogue, and community impact.

Permitted content includes: Educational programming, Public affairs and civic discussion, Community focused storytelling, Issue-based content. Prohibited content includes: Direct commercial advertising, product sales commerce promotion, book tours, product launches, or business promotion primarily intended for private financial gain, infomercial-style or transactional programming, affiliate marketing promotion.

Participation requires pre-approval of CNJN staff to ensure alignment with program standards. CNJN reserves the right to deny, halt, or decline distribution of any content that does not meet these guidelines

7. Releases & Media Authorization

The organization and/or its authorized participants acknowledge and agree that any media produced in connection with CNJN programs, including video, audio, photography, and related content, may be recorded, edited, published, distributed, broadcast, and promoted by CNJN across television, streaming, web, social media, and other current or future platforms for educational, promotional, and public-interest purposes.The organization grants CNJN a non-exclusive, royalty-free, perpetual license to use such media for these purposes.

The organization is solely responsible for obtaining and maintaining any necessary permissions, releases, and consents from its staff, volunteers, guests, and participants appearing in or contributing to the content. The organization further agrees to clearly communicate how such media may be recorded and distributed and to ensure all individuals have provided informed consent prior to participation.

CNJN shall not be liable for failure by the organization to secure required permissions or releases.

8. Program Compliance & Dissolution

Continued participation in the program is contingent upon compliance with all CNJN policies, procedures, and terms outlined in this agreement. CNJN reserves the right to suspend or remove any partner from the program if these terms are violated or if conduct conflicts with program standards or community guidelines.
